Please make sure you have 1.13d NOT 1.14d!
C3PO is using 1.13d to pretend it's 1.14d.

Also same exact issue as both of these people...

No anti-virus, tried with win-defender off. Clean install of D2 1.14d (literally JUST installed it), tried running as administrator, tried running D2 first but then just says D2Loader isnt used. It just does nothing, which is really sad because I REALLY want to play D2X2.

It should be working...
Maybe your anti-virus prevents c3po from working correctly.
